Nope, this lady's bobber is still on the surface.  She needs to be patient and wait for a fish to take her bait.  If she's tried in one spot for a long time and not caught something, she may also want to consider changing her bait or looking for a better place to fish.  Fish like structure, like fallen logs, drop offs along the bank, places where a stream flows into a pond or under a dock, so she might try fishing in a place like that to be more successful.
