It has been more than six years since the Commission approved the management plan for the emergency-listed, endangered Miami blue butterfly. The 2003 plan has been revised, and the FWC is currently seeking public comment on the draft plan. If all elements are in place, staff plans to bring the revised management plan to the Commission for approval at the June 2010 meeting.
The Florida Fish and Wildlife Conservation Commission’s goal is to provide conservation for imperiled species through a comprehensive management system, including a listing process that requires a written conservation plan for all listed species. A team of FWC employees has been working on draft rules to achieve this goal as well as identify species that need state intervention for survival. The draft rules link species protections to science, while using a balanced approach through collaboration and partnerships. Staff are continuing to work with stakeholders and the public on the draft rules, and will present the draft rules to the Commission at a later date. Under Article IV, Section 9 of the Florida Constitution, the FWC has constitutional authority to "exercise the regulatory and executive powers of the state with respect to wild animal life and fresh water aquatic life, and shall also exercise regulatory and executive powers of the state with respect to marine life..." However, whales, manatees, and sea turtles are managed under statutory authority granted by the Florida Legislature.
